Summary: Tropical Storm Elsa will impact the Northeast U.S. today, spreading heavy rain, gusty winds and the threat of a few tornadoes up the East Coast, causing flash and urban flooding is expected across coastal New England. Thunderstorms, some with potentially significant severe weather, are expected Friday afternoon into Friday night across parts of the central Plains and Mid Missouri Valley.
